VOTEVIEW 3.03 program for viewing roll call data (updated, 7 January 2003)

VOTEVIEW 3.03 is software designed to manipulate legislative roll call data. The data, currently available with Voteview, includes all individual roll call votes in the United States House of Representatives and Senate for the first 106 Congresses (1789-2000), maps of congressional districts, codebooks with descriptive information on the roll calls, codings of the roll calls into thematic and topical categories, and the Poole-Rosenthal DW-NOMINATE ideological scores for members. The software provides a display of any vote either on a map of the United States or on a "spatial" map based on the DW-NOMINATE scores. Users can search for roll calls either sequentially or by use of the pre-set categories or by user-generated key word searches. The displays also permit cross-tabulations of two votes, even in different Houses. Voteview also shows party breakdowns on a vote. Users can either print the roll-call voting data or write it to a spreadsheet ready file. Maps can also be printed. Users can also select a set of votes and generate "ratings" for legislators or track and individual's voting records. There are many other features in Voteview. The manual below contains a full description of earlier versions of Voteview. We will update this manual as time permits.

Voteview runs under Microsoft Windows 9x, Windows NT, and Windows 2000. It should run,  but has not been tested, under Windows XP. Version 3.03 is a substantial update to Version 2.0, including new GIS mapping displays, updated and corrected data for roll calls, DW-NOMINATE instead of D-NOMINATE coordinates, and considerably more functions. For users still running Windows 3.1, a previous version of this program -- Voteview for Windows 1.0 -- contains a subset of the functions in Version 3.03. A rudimentary version of Voteview is also available in a DOS version.

Voteview is not commercial software and is sold without warranty. However, we do appreciate learning of any bugs you encounter and your suggestions for improvements.

The ideological display in Voteview 3.03 uses the DW-NOMINATE scaling of  roll call votes. See Nolan McCarty, Keith T. Poole, and Howard Rosenthal, Income Distribution and the Realignment of American Politics, Washington, AEI Press, 1997.

These replace the D-NOMINATE coordinates used in earlier versions of Voteview that pertained only to Congresses 1-100. See Keith T. Poole and Howard Rosenthal, Congress: A Political Economic History of Roll Call Voting, New York, Oxford University Press, 1997.
